Below the large holes, use a nail to punch a small hole, where you can insert dowels. The dowels will be where the birds can come and perch to nibble on the food. Just make sure that the perch sticks out a couple inches on each side so birds may easily perch.
Use the nail once more to punch holes in the milk jug neck. This should be done an inch or so under the cap of the milk container. Then you'll take some wire and run it through the pockets, twisting it together at the top. This is what you will use to hold up the bird feeder.
Now you are finished making the simple bird feeder. All you have to do is load it up with some birdseed. Take it outside and use the wire ends to hang it from a tree or some other type of support in your yard. If you want to attract a variety of birds, opt for black oil sunflower seeds with your new bird feeder.
